I have lost faith in the BC RCMP from Armstrong BC and Enderby BC
If only the RCMP had some common sense. Sadly such sense is seldom common.
The RCMP leave noisey quads and dirt bikes to run up and down the public road when its illegal.
The RCMP don't care what the law is, they make up their own laws.
ONE OF THE WORST FEELINGS IN THE WORLD, IS KNOWING THAT THE RCMP DON'T CARE ABOUT YOUR HEALTH BUT WOULD RATHER HELP YOU SUFFER!!!
HAVING A DIRT BIKE TRACK NEXT TO MY HOUSE IS TORTURE BEING WOKEN UP FROM A NAP FOR INSTANCE!!!
Sometimes they go by every hour it seems.
If its against the law to drive your quad or dirt bike on the road, why are the RCMP not enforcing it?
I wouldn't care if the quads and dirt bikes were not so noisy, but they are and they disturb me having a nap.
Why can't the quads put quiet mufflers on, then I wouldn't give a flying you know what!
At least I would be able to nap once in a while without being jolted awake by a quad or dirt bike.

I live in the middle of a dirt bike / quad track at Valley of the Sun out Westside Road near Fintry.
I believe this orange dirt bike comes and goes from 7831 Alpine Road

Aug 24, 2019 this blue quad drove Balsam Rd to Alpine Rd at 7:48pm and again at 7:57pm
It looks like the person driving is naked.

The blue quads address is 8034 Alpine Road Kelowna BC, at Valley of the Quads and Dirt Bikes.
Its not like I don't have any proof of these quads and dirt bikes driving through Valley of the Dogs, Quads, and Dirt Bikes, because I do. The BC RCMP are just not interested in enforcing the law is all. I have tried over and over reporting these loud machines to no avail. I never see the RCMP doing patrols at Valley of the Sun ever. They are just not interested. They don't care who the quads and loud dirt bikes disturb, but if there was a party in the middle of the night, they would attend to that!!!
West Kelowna requires permits for the dirt bike track there, but at Valley of the Sun there is no law.
I find it ridiculous that sanctioned dirt bike events need permits, but you can fly around on a dirt bike at Valley of the Sun on the public road without any enforcement whatsoever.
This quad lives at 7845 Briarwood
I see the guy with the white striped pants driving around Valley of the Sun subdivision roads constantly.
There are quads going up and down Firwood Road at midnight all the time too.
These quads are not only driving on the public road, some of them are also speeding around on the public road.
Noisey Quads and Dirt Bikes can run up and down the paved public road all they want at Valley of the Sun and any other subdivision out in the North Westside Road area because the RCMP refuse to enforce the law. I believe the RCMP are corrupt and make up their own law leaving the system broken. I drive up Westshore Estates and see quads driving on the public road there too. I see quads driving up and down Westside Road. The RCMP may as well admit that there is no law enforcement for quads and dirt bikes out Westside Road.
July 2018 there was a quad or dirt bike driving by just about every day, sometimes a few quads or dirt bikes.
12:38am July 22, 2018 a drunk on a quad kept driving up and down my easement road claiming he was lost when I talked to him after he drove up my easement road the first time at 11:36pm. He drove up and down the easement 3 more times after I told him to take a hike because he lives across Alpinie Road from my gate.
The drunk quad drove up and down my easement road several times after 11:36pm. The RCMP didn't even talk to the guy who had gone to bed by the time the RCMP decided to show up. The RCMP finally showed up at 1:34am after several calls. The drunks lights went out at 1:23am, just before the RCMP showed up. The RCMP just drove by the drunks place, and didn't even talk to the drunk like I did when he as in my easement road the first time, as I smelled his drunk breath.
The RCMP proved to me that you can drive drunk, and the RCMP won't even talk to you if your lights are out.

The RCMP allow my neighbors to beset me and follow me around on the public road taking photos or video of me trying to give the North Westside Road Fire Truck a photo of smoke I was complaining about coming in my window of my house. This happened on Alpine Road at Valley of the Sun in Kelowna.
Criminal harassment
264 (1) No person shall, without lawful authority and knowing that another person is harassed or recklessly as to whether the other person is harassed, engage in conduct referred to in subsection (2) that causes that other person reasonably, in all the circumstances, to fear for their safety or the safety of anyone known to them.
Prohibited conduct
(2) The conduct mentioned in subsection (1) consists of
(a) repeatedly following from place to place the other person or anyone known to them;
(b) repeatedly communicating with, either directly or indirectly, the other person or anyone known to them;
(c) besetting or watching the dwelling-house, or place where the other person, or anyone known to them, resides, works, carries on business or happens to be; or
(d) engaging in threatening conduct directed at the other person or any member of their family.
Punishment
(3) Every person who contravenes this section is guilty of
(a) an indictable offence and is liable to imprisonment for a term not exceeding ten years; or
(b) an offence punishable on summary conviction.

RDCO smoke control bylaw 773
"Nuisance" means the emission into the atmosphere of smoke by any means which disturbs the comfort or convenience of persons in the vicinity.
"Smoke" means the gases particulate matter and all other products of combustion emitted into the atmosphere when a substance or material is burned including, without limitation, smoke, dust, gas, sparks, ash, soot, cinders, fumes or other effluvia.

The RCMP refuse to enforce the law by letting people drive quads and dirt bikes on the public road all over the subdivision at Valley of the Sun in Kelowna, because the RCMP are corrupt and refuse to enforce the law. The RCMP have even gone so far as to charge me for trying to make complaints. The RCMP are the biggest assholes. Public Safety Minister Ralph Goodale needs to be fired badly.

Below is how the RCMP respond to a neighboring vehicle missing a muffler all summer. The owner admitted to RCMP that they did not have a muffler.

Below are my new charges for protesting at the RCMP station in Armstrong BC.
about Barking that the Regional District of Central Okanagan and the RCMP refuse to do anything about.
Here is a link to some barking and at large dogs and the dog shit they leave in the same block all the time.
I have been subjected to excessive and overnight barking for 9 years now, since I started to complain. The Regional District of Central Okanagan (RDCO) refuse to do anything about anything.
I went to the RCMP because I am being bullied by barking and the RDCO dog control would not enforce their dog bylaw.
The neighbors all hate me because they want to let their dogs bark forever while they are not home. I am now the black sheep of the subdivision. I am home all the time and am subjected to hours of barking on a daily basis. The one property even told me that she lets her dogs bark to piss me off, after she shot at me with her Nerf gun balls (video below). Then she threw fireworks on my house and lit my house on fire and burnt a hole in it. That is just how immature some people are where I live.
This is video of her telling me she lets her dogs bark to piss me off. The RCMP did dick all and let her get away with it.
No charges laid, and I was forced to listen to her dogs bark their heads off for a few hours at a time on a daily basis.
And if it ain't her dogs, its their big loud monster truck and other loud vehicles driving in front of my house at 11:30pm all the time. The other neighbor gets to wake me up at 6:30am with his no muffler BMW to go get the mail and back.
Its not like nobody ever caught any dogs barking here before, and its not like the RCMP haven't caught a barker here before (RCMP report below). Its just that now the RCMP also refuse to do anything because of RDCO not following up.

Of course in their report, they never mention how my protest signs were taken from me and shoved in the officers RCMP vehicle.
I saved my dash cam video of this day too, cause you never know what the RCMP are going to try next.
I also have photos of me protesting with a sign on the sidewalk by the Armstrong RCMP station long before June 19, 2018. I protested by the Armstrong BC detachment on August 19, 2016 on the sidewalk, and August 26, 2016 I was protesting by the Enderby RCMP station on the sidewalk. I am going to have to go protesting again to see what happens if I protest again.
UPDATE: My lawyer had these charges mentioned above dismissed, and I did not have to go to court. But there is still one more court case in Nov 2019 that I have to attend. This other court case is because I tried to report something and the RCMP refused to take my complaint citing a letter the RCMP Superintendent sent me in 2016. The RCMP continued to take my complaints for a few years after I received the letter, then one day in 2019 the RCMP day dispatch decided to stop taking my complaints.
LAW WITH RESPECT TO CIRCUMSTANTIAL EVIDENCE [26] There is much case law on circumstantial evidence. But I find that the best authority is R. v. Villaroman, 2016 SCC 33 (CanLII), a recent decision of the Supreme Court of Canada. I duplicate the passages from paragraph 37 to 43 that states: [38] Of course, the line between a “plausible theory” and “speculation” is not always easy to draw. But the basic question is whether the circumstantial evidence, viewed logically and in light of human experience, is reasonably capable of supporting an inference other than that the accused is guilty. [39] I have found two particularly useful statements of this principle. [40] The first is from an old Australian case, Martin v. Osborne, 55 C.L.R. 367, at p. 375: In the inculpation of an accused person the evidentiary circumstances must bear no other reasonable explanation. This means that, according to the common course of human affairs, the degree of probability that the occurrence of the facts proved would be accompanied by the occurrence of the fact to be proved is so high that the contrary cannot reasonably be supposed. [Emphasis added.] [41] While this language is not appropriate for a jury instruction, I find the idea expressed in this passage — that to justify a conviction, the circumstantial evidence, assessed in light of human experience, should be such that it excludes any other reasonable alternative — a helpful way of describing the line between plausible theories and speculation. [42] The second is from R. v. Dipnarine, 2014 ABCA 328 (CanLII), 584 A.R. 138, at paras. 22 and 24-25. The court stated that “[c]ircumstantial evidence does not have to totally exclude other conceivable inferences;” that the trier of fact should not act on alternative interpretations of the circumstances that it considers to be unreasonable; and that alternative inferences must be reasonable, not just possible. [43] Where the line is to be drawn between speculation and reasonable inferences in a particular case cannot be described with greater clarity than it is in these passages. I protested at the RCMP station in Armstrong one day and the RCMP took my protest signs against my Charter of Rights and Freedoms and are taking me to court for a peace bond section 810(1)(a). I haven't a clue as to what I did wrong. I see others post video of the RCMP on You-tube, but if I do it, I am in trouble?
I finally found out at court Nov 8, 2018 what the RCMP claim I did wrong. The RCMP claim the day I protested at the RCMP station on June 19, 2018, that I was besetting the RCMP station, and that I may post video or photos of the officers as they get in or out of their personal vehicles and post it on you-tube or other social media, which I didn't do. So basically I am being charged with speculation that I might post video of two officers getting in or out of their personal vehicles at the RCMP station in Armstrong, B.C. Why are the officers worried about me, and not the people they put in jail watching them get in and out of their personal vehicles. The RCMP are worried about lil ol me? I posted video of the RCMP jumping my locked gate several times and the officer stuffing my protest signs in his RCMP SUV, but I have never posted anything other than members do their work on my property. I wouldn't post personal stuff on the net. I certainly wasn't at the RCMP station to stalk the members home. In fact when I was sitting in the hot sun in the parking area of the station, my vehicle and dash cam was facing the church across the road, until it got too hot, and then I moved to a laneway on the other side of the RCMP station where there was some shade. That was when the Sgt told me to move and I did say it was the only shade, and then I parked across the street in the church parking lot under the big tree. The Sgt has made a big deal about me parking in the laneway in these latest charges.
After that, it wasn't long and an officer pulled up in his SUV parked crooked in the parking lot and grabbed my protest signs off the sidewalk and laying against a pole. I had two signs. I ran over saying they were my signs and the officer pulled the signs away from me telling me that if I touch my signs, he will arrest me. I backed up and took a short video of him shoving my signs in his SUV as evidence, then left. I got home and posted the evidence of the RCMP shoving my protest signs in his RCMP SUV to you-tube. A day or so later I asked the Sgt for my signs back and was told that the officer thought my signs were abandoned, which the officer knew were not abandoned when I attempted to get them back from him, or he will arrest me if I tough my signs he said. I should add that earlier the RCMP called the City of Armstrong about my protest signs. The City of Armstrong told me they didn't have a problem with my protest signs and that they didn't know why the RCMP called them, because the RCMP wouldn't tell him anything.
I think the RCMP have more to worry about than what my dash cam captured, as they will eventually have to own up to what they have been doing to me, to the Civilian Review and Complaints Commission for the RCMP!!!
I believe that the RCMP are working with my neighbors letting their dogs bark on purpose, letting them drive around with no muffler, letting a dirt biker leave for work every morning with no insurance, all on purpose. So I went out to catch the dirt biker waking me up, with my camera, and he stole my camera out of my hands holding it hostage from me telling me if I let his dog run at large he will give me back my camera, or if I pay for his dog to get out of the pound that I took there, and not giving me back my camera when I refused. I took his dog to the pound because his dog wanders for miles looking for garbage to eat. I am worried for his starving dog that walks down the mountain a mile or so to eat garbage in the middle of the night, it may get eaten by a pack of coyotes. He didn't get any charges, because at first I said I just wanted my camera back, but after he refused to give me back my camera, I wanted charges laid, but the RCMP would not charge him because I had said earlier that I just wanted my camera back. RCMP had to retrieve my camera, making me wait for a few days because they claimed they were busy and because he would not return my camera. I believe charges should have been laid in this instance when a person refuses to return your property they took from your hands. I believe the RCMP are corrupt for not charging him as he tried to bride me over my camera.
Instead the RCMP have charged me with harassing communication, mischief, and criminal harassement, and section 810(1)(a) officers fear for their safety. I was convicted of harassing communication but it was a mistake, and I am appealing this charge. Legal Aid said they didn't think I should have been charged and are funding my appeal. The other charges for mischief and criminal harassment never went anywhere and I have a condition for a while that I am to stay away from the neighbors who are harassing me when I plow the easement road next to their house that is the only access to my house. The neighbors put their shovels in my way telling me not to plow their shovels, and they were video taping me and staring the whole time I plow the hill next to their house all last winter. The RCMP tell me they are allowed to video record me plowing the whole time standing at the end of their driveway in their slippers with no coat on. Other neighbors egged my house, shot a ball bearing at my house and put posters up all over the neighborhood, and told someone in town that I poison dogs. The neighbors called mental health to pay me a visit. The neighbors called welfare and told them I moved to Quesnel, so I wouldn't get a cheque. The neighbors lied in their statements to the RCMP trying to get me convicted of anything, and the RCMP never did anything about their lies, but instead tried to convict me, only it didn't work because I wasn't found guilty and I will never be guilty, because I am not guilty. The RCMP and neighbors are the guilty ones.
The RCMP even held a meeting with my neighbors about me, asking my neighbors to make complaints about me, all in retaliation for me making complaints about the RCMP to the Civilian Review and Complaints Commission for the RCMP. The one neighbor said she was poisoned and she almost died, what can be done about me. The Sgt from Enderby called the meeting saying to a neighbor something about it being beyond that now, whatever that meant. I have email the neighbor sent to RDCO CAO stating this.
I feel the system is corrupt and so I am going to write about it, because I think it is in the public interest to know what has been going on!!! And who knows, maybe a lawyer will see my post and help me. I don't have money to fight back and that is the biggest injustice. I really need a lawyer to take the RCMP and Regional District of Central Okanagan to court for what they have done. The neighbors hate me so bad they try and smoke me out with their so called campfires burning trees they cut down off their empty lots, bought roosters, let their dogs bark, drive a quad up and down my easement keeping me awake from 11:26pm to 12:45am, pour beer on my vehicle because I tried to talk to them about hooking up to power instead of living in a travel trailer running a generator all the time. Now every time I go outside the generator starts up or the other neighbor leaves his air compressor going. I think it is going all night and at 5:00am this one morning I heard it going. I think it looses air and then has to recharge every so often. It would need to recharge to stay full. It took me awhile to figure out what that noise was because to me it sounded like a factory buzzer that goes off at coffee or lunch. After a while of it running now I think its an air compressor that looses air.
I complained about dirt bikes and quads driving on the paved public road in my subdivision that I have had to complain about over and over, and there are still dirt bikes and quads driving on the paved roads in my subdivision with no relief. Oct 17, 2018 I was told that the RCMP will not enforce the Motor Vehicle Act if I make a complaint. Listen to the RCMP officer now tell me the RCMP will not enforce the Motor Vehicle Act if I make a complaint. That is just how corrupt the RCMP are!!!! Maybe it is because the RCMP can't do anything about quads and dirt bikes. The RCMP do a patrol through the subdivision and there is a quad following right behind the RCMP. The quads and dirt bikers are making a joke of the RCMP in my opinion. It has happened a few times where I see the RCMP drive by and a quad or something right behind them following them.
I have a whole list of charges and tickets. Most of the tickets, "use electronic device while driving" were invalid, because you are permitted to take video with your digital camera while driving. Even though I wasn't driving and the neighbors claimed I was driving, the video I have of the incidents prove the neighbors lied in their statements. You just can't have a text or talk feature on your digital camera, for it to be legal. The RCMP claim they didn't know the law and issued me the tickets.

Below is a snippet of the RCMP's own Final Report of the complaint I made about the RCMP pulling me over for an hour issuing me two tickets for "use electronic device while driving" as well as a fine for a crack in the windshield which I fixed. I also thought I had a vehicle inspection order because there was a mark in the box on the ticket but I guess the officer marked it and then put a line across it to correct his mistake. I didn't figure that out until after I had my vehicle inspected.
The officer surely does have something against me personally, and is retaliating against me for complaining about the RCMP. Same with other officers.
Why else would I have tons of tickets and charges? Its a no brainer!!! I didn't get all the tickets from the same officer either.
The RCMP were not happy about me photographing or video recording the neighbors bylaw infractions, so they were trying to stop me by giving me tickets. That is when I bought a dash cam, so the RCMP couldn't do anything to me anymore until I protested at the RCMP station. That is when the RCMP are not trying to say the officers fear for their lives over my dash cam. The RCMP will try everything so I can't prove how the neighbors are bullying me.

An officer also laughed at me when he thought he hung up the phone, after telling me he had documents to serve me. I believe the documents he was refering to were two tickets another Constable served me and told me he tried re-serving the 2 tickets after he screwed up writing the tickets on purpose so I wouldn't get the tickets, but his boss told him to re-serve the tickets, so he jumped my locked gate 4 times trying to re-serve the tickets.

We have a new 2018 Vernon North Okanagan BC RCMP Superintendent for Armstrong, Enderby, and Falkland BC, but she hasn't been of much help in my opinion. I feel she wants me charged too. I received the latest charges (section 810(1)(a) since she has been RCMP Superintendent here. In fact I received these charges the same day she came to pay me a visit to talk, and I had had enough of her and said we were done, because all she wanted to do was blame me for her departments inadequacy. The members can't see the lies the neighbors tell, cause they want to be blind, just as the neighbors want to be deaf about their dogs barking. This brings up a question I have, can you be Fire Chief being deaf? Are you allowed to hunt if you are deaf? The Fire Chief claimed to me he was deaf. Another neighbor who hunts, also claimed to be deaf.
I emailed the Civilian Review and Complaints Commission a copy of the Initial Sentencing Position of the Crown in regards to my charges for the day I protested at the RCMP station in Armstrong BC June 19, 2018 saying that two RCMP members were afraid I may post their personal vehicles sitting in the RCMP's parking lot and the officers getting in and out, and posting them on You-Tube or social media. The RCMP are charging me on speculation. I did not post officers getting in and out of their personal vehicles on social media. I did post dash cam video of one Armstrong BC officer putting my protest signs in the back of his SUV though. This was against my Charter of Rights and Freedoms to take my protest signs when he knew who they belonged to. A day or so later I asked the Armstrong BC Sgt for my signs back, and I was told I could have them back. I had to sign for them as if they were an exhibit. I haven't protested at the Armstrong BC RCMP detachment since. I may protest there again though. Next time I will be bringing a petition with me to have my case reviewed by the Minister in charge.
I have several complaints in with the Civilian Review and Complaints Commission for the RCMP, about the RCMP. It is taking some time to submit my evidence, because I have a lot of evidence to organize. I also have 3 court cases that delay my submission. I think once I get my submission in, and it is all investigated, there will be some heads rolling ... hopefully!!!

Its not like I haven't sent the RCMP Superintendant and RCMP Inspector evidence on DVD of the barking and bullying by registered mail. I took photos of the DVD's and I saved the registered letter tracking numbers too.
One day a neighbor put up a sign with my first and last name on their gate and another sign below it that said "No Trespassing", and then they let their dog out to bark its head off so I would come by and see their sign with my first and last name on their gate and not be able to do anything about it. The RCMP ruled there is nothing criminal about my first and last name being on the neighbors gate with the "no trespassing sign below, and the RCMP let the neighbor keep my name there for a few days before I asked another officer if the RCMP couldn't ask the neighbor to remove my name from their gate, and the RCMP finally did ask them, and the people finally took my first and last name off their gate.
It is ridiculous how I have been treated for 9 years now with excessive barking. I have kept logs and have recorded the barking for 9 years now. I am talking about excessive barking that can go on for an hour or two and has gone on for 5 1/2 hours at a time with one dog howling and the other barking. Its really not nice how other people in the subdivision have ignored the poor dogs and never say anything, thats why I am having such a hard time getting anything done about the barking. The Regional District of Central Okanagan has banned me for trying all these years and tell me that they absolutely require another neighbor to complain, but nobody else will complain. I have asked neighbors and been told they are deaf or they want to get along, or they don't want to get involved basically. This is how the neighbors know it is me complaining about their barkers, because the RDCO require me to go out and ask other neighbors to complain too, or keep listening to the barking. One neighbor said they tried to deal with their Regional District from a prior town they lived in, and said I will never win. Some neighbors may not want to complain in fear of their house being egged, or a ball bearing shot at their house, or fireworks thrown on their house if they complained, just like what happened to me, either that or they are trying to get me to move for complaining. There are probably several reasons.

Here is a guy taking his dog for a run on the public road using his quad. I gave the RCMP the guys address, but of course the guy continues to run his dog using his quad. RCMP must think its legal to do this eh!!!
